Nucky brokers peace, as Atlantic City gets a new prohibition agent. Chalky opens a club, and Richard reverts to his past.

Harlem gangster Dr. Valentin Narcisse arrives in Atlantic City and clashes with Chalky and Nucky. J. Edgar Hoover introduces himself.
